On-street parking conditions

This is only a guide to some common restrictions. Blue badge holders should also check the rights and responsibilities booklet for all conditions. The highway code explains all restrictions and conditions and should be referred to.

• multiple tickets will not be accepted and maximum stay/no return to the same street periods must be obeyed
• tickets are not transferable between vehicles
• on-street tickets can be used in the pay and display area in which it is purchased. It cannot be used in off-street car parks or in another pay and display area
• part hours other than those listed cannot be purchased
• purchased tickets must be fully on display on the windscreen for inspection or use MiPermit virtual tickets
• blue badge holders can park without charge and without a time limit while displaying a valid blue badge (time clocks not required) which must be presented for inspection when asked by a Civil Enforcement Officer (CEO)

• disabled bays: can be used without charge and without time limit for valid blue badge users (time clocks not required). Badges must be presented for inspection when asked by a CEO
• loading bays: can be used for loading and unloading purposes but must be continuous loading and unloading, with gaps no longer than five minutes for a car and 10 minutes for a goods vehicle. A maximum of 20 minutes loading and unloading is permitted. Blue badges are not valid in a loading bay
• single yellow line: restriction applies at times shown on the time plates. Outside of those times there is no restriction. Can be used to load and unload but must be continuous loading and unloading with gaps no longer than five minutes and a normal maximum of 20 minutes. Blue badge holders may park for up to three hours with a valid badge and time clock displayed with correct arrival time
• double yellow lines: apply every day at all times. Can be used to load and unload but must be continuous loading and unloading with gaps no longer than five minutes and a normal maximum of 20 minutes. Blue badge holders may park for up to three hours with a valid badge and time clock displayed with correct arrival time
• yellow lines with single kerb marks: no parking or loading allowed for any vehicle at the times shown on the time plate. (Blue badge holders cannot park when the loading restrictions apply. When the loading ban is not in force then normal yellow line restrictions apply)
• double yellow lines and double kerb marks: no parking or loading allowed for any vehicle at any time including blue badge holders
• marked bays such as bus stops, police bays, ambulance bays and taxi bays: can only be used by the indicated vehicles
• dropped footways (pedestrian crossing points): with or without tactile paving, must not be blocked or obstructed
• zig-zag and marked school zones: no parking or stopping for any reason for any vehicle.

• tickets can only be used in the named car park they are purchased in
• MiPermit virtual tickets can be purchased in most car parks, see notice boards
• Blue badge holders check signage in pay and display car parks as charges apply, but many car parks do have a concession.

We reserve the right to suspend a parking bay without notice, though we will normally only do this in exceptional circumstances.

Parking permits do not guarantee a parking space and unauthorised vehicles must not park in a suspended bay.

Most restrictions allow for pick up or set down of passengers with the follow conditions

• the passenger(s) must be ready to get out of the vehicle once it stops
• the passenger(s) must be waiting kerb side to get into the vehicle. The driver is not permitted to wait on most restrictions
• the vehicle cannot stop on white or yellow zig zag lines and therefore cannot pick up or set down pedestrians on those restrictions
• the vehicle must not be stopped where it would cause danger to others or be an obstruction.
