Town and parish councils can prepare planning policies for the development and use of land in their area. They can allocate sites for development but should not promote less development than the existing local plan.

Communities can use neighbourhood development orders to permit the developments they want without planning applications.
Community right to build
This allows some community organisations to bring forward small-scale development on a specific site without the need for planning permission.
